 Texas water policy is convoluted, complicated, and contradictory.  It has existed this way for almost 150 years. Despite annual good faith efforts by the Texas Legislature to blaze a path to balancing water for industry, people, and the environment, we have yet to enjoy predictable and consistent water policy in our state.  Join water policy expert, Dr. Charles Porter in a discussion of Texas water policy through the lens of the St. Edward's moral reasoning process.
